IS THERE ANY FREE SOFTWARE IN EXISTENCE THAT LETS YOU MAKE A NORMAL (NOT VOIP) CALL WITH YOUR PC?

Your question is confusing. You want to call thru a computer using a headset and microphone but not VoIP? Will you use the internet for making that call? If you do then it will be VoIP whether its a free call or not.
If you are not going to use the internet then you can use your modem and plug your regular telephone line there and you can use Windows Dialer which you can find in your Windows98 under Accessories menu. In Windows XP, hit Start then RUN and type dialer.exe. There you can dial your phone number you want to call.

when you use you PC(internet) to call a phone its VoIP again.PC to PC is free but from PC to Phone is not and its not expensive either.Skype-Yahoo should be good.its not costly.

no way nothing is free for computers unless someone gives it away but that means it doesn’t work most of the time go to radio shack adn buy one

Response #1 from Jacqueli (2nd paragraph) is your answer. The computer provides the “dial” through the modem acting as a traditional phone. Its really not an odd question as many people are at a computer all day and just want to make a local(or long distance if you have LD on your line) call simply through a computer where VOIP is not necessary. Any “Dialer” can do this so long as it provides a tone or pulse.
