Then why hire him? The CCNA is just a written test; you can buy the answers off of eBay. So, if someone can memorize all of the questions and answers, they can get a CCNA and not know a single thing.
Go your instinct and don’t hire him because of the “sketchy” part.

Go to http://www.cisco.com/go/verifycertificat… and enter the “Certificate Verification Number” written on his certificate (ask for a copy of his certificate). Cisco’s website should clearly state “This CCNA certificate was issued to [name] by Cisco Career Certifications.”.
Edit:
Also, there are two ways to get this certification, either by passing both ICND exams, or by passing a composite. It is not correct to say that “several tests” are required to gain a CCNA certification since you can get it with a single exam.
And personally, I’d trust my gut if a person seems ’sketchy’ with their technical know-how, regardless of his certificate’s legitimacy. Not all CCNA’s are created equal.
